Designed by Rosedale resident John LeRoy Marshall, the arch was inspired by the famous Arc de Triomphe in Paris. In June 1921, voters approved a $25,000 bond to build a memorial park and victory arch. Organizers purchased 5.2 acres northwest of the high school for $10,000 and commissioned Marshall to design the arch.
In 1993, a monument was added under the arch to honor soldiers from World War II, the Korean War, and the Vietnam War, expanding its significance as a memorial for veterans of multiple conflicts.
